Development of a Comprehensive Climate Risk Ranking of French Municipalities
This report presents the development of a climate risk ranking of French municipalities; following a previous study which created such a comprehensive ranking for Norwegian municipalities. I followed and adapted the methodology to create a French risk ranking which considers the 4 determinants of risks as defined by the IPCC : hazard, exposure, vulnerability and response. Each determinant is composed of different risk drivers producing a sub- and final rankings for the 34000 French municipalities.
The final results confirmed the well-known high risk in some regions but also revealed underestimated risks due to the multiplication of medium intensity drivers and socio-economic vulnerabilities for many rural municipalities. This form of risk has been designated as a quiet risk.
The production of this French ranking allowed a comparison with the Norwegian one. I noticed similar high risks in metropolises, in rural areas and the revelation of this quiet risk. Furthermore this comparison exposed the lack of climate response monitoring in France, preventing further comparison.
