Comparing French and Norwegian Climate Change Adaptation Policies
This study compares the national policies for climate change adaptation between France and Norway. The study of Gram-Hanssen et al. (2023) provides the methodology and the Norwegian case. Based on interviews with stakeholders and a review of policy documents, I produced a detailed analysis of French adaptation policies. I concluded that the French framework for adaptation is technicising and depoliticising adaptation to favour its mainstream across sectors and levels of governments.
The Norwegian adaptation framework can be characterised as a mainstreamed decentralisation through wide responsibilisation whilst the French on has a highly centralised planning approach. Both countries follow a similar timeline. If the French policies are better coordinated and harmonised, the Norwegian one defines the responsibilities more clearly and covers more issues. The lack of political priority is the main challenge for both countries as it prevents them from having more human and financial means for adaptation
